When I look at this human (??) the name “She-Ra” comes to mind. I think that was an older cartoon character from the terrible 80s or 90s era of kid’s cartoons.
Everything is just plain wrong. EVERYTHING.

I’m guessing “he” originally started out as a “she”. Where the nipples are also looks like a woman’s; like instead of completely removing the breast tissue, a pectorial implant was put in there instead. And the softness under the belly button looks feminine.

He/she looks like he/she could be Smoky Robinson’s son/daughter. Also, this hemale does look very sad and depressed. And I’m looking at some clues in the background. White halter/cami top, feather boas/wigs?, sheets as walls, barn-like ceiling……I’m so intrigued with this dwelling. And it appears that he/she has several implants of different sorts: pecs/biceps/triceps/abs. Wow, it just gets weirder and weirder. Mock is right…..this is a creature.

My answer to your question is that I have no freakin’ idea. It looks kinda ascairt, though…
I think the empty stare is a combination of blue contact lenses & the old “Sasquatch in the headlights” phenomenon, simulated by the flash.
I am thinking this is some new weird species that should of been left undiscovered.
